He first enlisted as a Private on 12 August 1862 in Greene, NY. He enlisted in Co. E, 114th Infantry Reg. NY on 13 August, 1862. He was wounded on 19 September 1864 and died of wounds on 7 October 1864 in Winchester, VA New York: Report of the Adjutant-General. (NYRoster) Pub. 1894-1906. He died on 7 October 1864 at the age of 23 in Winchester, VA. Died of wounds received at battle of Winchester, Sept. 19, 1864. Frank was buried at Skillman family plot, Upper, Old Cemetery in Smithville Flats, Chenango, NY.
