2063. Philander "Phil" Skillman was born on 27 October 1845 in German, Chenango, NY. He served in the military between 25 February 1864 and 10 July 1865 in Union Army, Co. G, 3rd Inf. Reg. MN. Enlisted as Private on 25 Feb. 1864.

Discharged for promotion on 10 July 1865.
MN in the Civil and Indian Wars 1861-65. (MNRoster) Pub. 1890. He died on 5 July 1922 at the age of 76. Phil was buried at Washington Veterans Home Cemetery in Retsil, WA. Listed as "Co A 113th US Colored Infantry".

Philander "Phil" Skillman and Fannie A. Rawson were married in 1878. They appeared in the census in 1880 in Red Wing, Goodhue, MN. They appeared in the census in 1920 at 2508 Main St. in Olympia, Thurston, WA. Fannie A. Rawson, daughter of Milton P. Rawson and Sarah S. Weaver, was born about 1852 in New York. She died on 7 May 1921 at the age of 69 in Olympia, Thurston, WA.
